In Filler 2, there is no unsuspecting victim, but you get a chance to fill 2/3 of the screen with balls. Use your mouse to left click and hold to create a ball. But, if it were that easy it wouldn't be a game so they've added bouncy balls that will make your life difficult. If the bouncy ball hits your ball while it's filling, it's game over.
